What is the HUBZone Program?
The HUBZone program was established in 1998 through the HUBZone Empowerment Act, which was designed to stimulate economic development in historically underutilized business zones. The program is managed by the U.S. Small Business Administration (SBA) and aims to provide federal contracting opportunities to small businesses located in economically distressed areas while stimulating development and job creation in these areas.
The HUBZone program benefits residents of historically underutilized business zones by fostering economic growth and job opportunities in their communities. Here’s how it helps:
-
Job Creation: Businesses in HUBZones must ensure that at least 35% of their employees live in a HUBZone, leading to more local hiring.
-
Economic Development: The program encourages businesses to establish their principal offices in HUBZones, bringing investment and infrastructure improvements.
-
Workforce Stability: Legacy HUBZone employees can continue working for certified businesses even if they move out of the HUBZone, ensuring job security.
-
Skill Development: The program aims to provide meaningful work experiences to residents, helping them gain valuable skills and upward mobility.
To qualify, a business must:
-
Be a small business according to SBA size standards.
-
Be at least 51% owned and controlled by U.S. citizens, a Community Development Corporation, an agricultural cooperative, an Alaska Native corporation, a Native Hawaiian organization, or an Indian tribe.
-
Have its principal office located in a HUBZone.
-
Have at least 35% of its employees living in a HUBZone.
